On August 1, China Haisum convened its 2025 mid-year work conference in Shanghai. The conference focused on in-depth study and implementation of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and on fully carrying out the requirements set forth at the mid-year work conferences of Poly Group and Poly Sinolight. It comprehensively reviewed work in the first half of the year, assessed the current situation, identified problems, and outlined key priorities for the second half. Leaders from Poly Sinolight, external directors of China Haisum, members of the company's leadership team, heads of headquarters departments, and principal leaders of business units attended the conference at the main venue, while members of leadership teams, department heads, and employee representatives from various business units participated via video link at sub-venues.

At the conference, Lin Lin, Chief Financial Officer and Board Secretary of China Haisum, first conveyed the key takeaways from the 2025 mid-year work conferences of Poly Group and Poly Sinolight.

Zhang Zhi, Executive Vice President of China Haisum, delivered a report on the development of the company's intelligent manufacturing, outlining its significance for future growth, development objectives, strategic layout, expansion directions, and implementation progress.

Luo Jun, Vice President of China Haisum, presented a report on overseas business development, covering strategic planning, progress achieved in the first half of the year, and key priorities for the second half of the year.

The Brand and Marketing Center provided an analytical briefing on the company's production and operations in the first half of 2025.

The conference also commended advanced grassroots Party organizations, outstanding Party members, and exemplary Party affairs workers of Poly Sinolight and China Haisum for their exceptional performance in 2025.

Li Shijun, Party Secretary and President of China Haisum, delivered a keynote speech titled Focusing on the Fulfillment of Annual Targets to Promote High-Quality Development of China Haisum, where he set out work priorities and requirements in three aspects: first, following directives from higher authorities and charting the course of development; second, assessing the company's current position and identifying gaps and shortcomings; and third, focusing on achieving annual targets and ensuring effective implementation. He underscored efforts to expand both domestic and international markets based on industry analysis and business selection; give full play to the strengths of platforms and systems with more robust institutional frameworks and processes; build efficient and motivated teams through structural optimization and scale adjustment; and develop scientific and forward-looking plans through clear positioning and refined planning.

In conclusion, Zhao Guo'ang, Deputy Party Secretary and General Manager of Poly Sinolight and Chairman of China Haisum, delivered a closing address titled Gaining Market Insight, Strengthening Confidence, Leveraging Strengths, and Advancing Through Innovation—Laying the Foundation for the 15th Five-Year Plan with the Successful Completion of 2025 Targets.

Zhao analyzed the performance of central state-owned enterprises in the construction sector in the first half of the year, including revenue structures, development trends, and core capabilities, and offered reflections on how China Haisum can better align with national strategies and identify new drivers of market growth.

He emphasized that in translating mission and vision into practice, it is essential to grasp the interplay between demand, capabilities, and strategic choices, pursue a virtuous cycle among markets, business, and capabilities, and apply the strategic mindset of "entering narrow gates, navigating uncharted paths, and cultivating underdeveloped fields" to carve out entirely new development tracks.

Zhao called on China Haisum to advance its work around a "1+N+11" planning framework; two growth drivers—intelligent manufacturing and overseas development; three core tasks—growth, foundation strengthening, and innovation-driven development; four major business segments—premium consulting, refined supervision, digital design, and smart EPC; five guiding principles—responsibility, innovation, green development, human-centricity, and symbiosis; and eleven strategic pillars represented by its business units.

During the conference, business units shared insights and practices grounded in their annual work requirements and development realities, with a focus on achieving production targets and planning for the 15th Five-Year Plan period.

The conference also set out requirements and arrangements for implementing work safety responsibilities, strengthening safety assurance, consistently enforcing the spirit of the central eight-point rules, and supporting inspection and disciplinary review processes.
